The General Department of Viet Nam Customs has the official document number 13650/TCHQ-CCHDH dated 11/11/2014 sent to Ministry of Defense, Ministry of Transportation, Ministry of Health, Ministry of Agriculture and Rural Development and the document number 13649/TCHQ-CCHDH sent to Hai Phong Customs Department to coordinate the deployment of the National Single Window (NSW) at the port of Hai Phong and facilitate enterprises who use the system.
According to these documents, relevant processes shall comply with the provisions of the Joint Circular No. 84/2013/TTLT-BTC-BCT-BGTVT dated 25 June 2013 signed by Ministry of Finance, Ministry of Industry and Trade, Ministry of Transportation guiding the implementation of Decision number 48/2011/QD-TTg (Circular 84).
The General Department of Viet Nam Customs also proposed that in order to facilitate enterprises using the NSW, customs shall give priority to those using NSW Portal to declare export and import goods. Customs shall timely notify enterprises to amend and provide supplement required documents, rapidly process the documents after enterprises submit all the documents as regulated.
Customs officers use the current e-manifest system to receive and process the information as usual. Officers of relevant ministries/agencies have usernames to access the NSW Portal. The General Department of Viet Nam Customs shall provide usernames to officers of relevant ministries/agencies who have not had ones.
In order to implement the NSW, The General Department of Viet Nam Customs has established an implementation team including representatives from Modernization and Reform Board, IT Department, Supervision and Control Department to support enterprises, customs offciers and officers from relevant ministries during the implementation.
The General Department of Viet Nam Customs has requested Hai Phong Customs Department to form its own implementation team. Members from IT Centre will be the contact point and cooperate with members from the Procedure Division.
Implementation Team at Hai Phong Customs Department shall be the contact point and coordinate with enterprises and subbodinate agencies of the relevant ministries to boost the implementation of NSW in Hai Phong. The team shall also be responsible for ensuring infrastructure, equipments, network, transmition of data and information and ready to support and handle technical and procedure problems for parties involving in the NSW. Periodical report on the implementation of the NSW at Hai Phong Customs Department shall be sent to the General Department of Viet Nam Customs by this team.
